No Highrise Monkstown

Dalguise House* sits on almost 10 acres in the heart of Monkstown Village. It's grounds include numerous areas of established tree and shrub planting and much of the grounds retain their original planned form. They have remained more or less untouched for over a century. There are over 200 mature trees, Monkstown Stream forms part of its boundary and it is home to countless birds and small mammals. Similar historic demesnes have been protected and are now public amenities such as Cabinteely House, Marlay House and Fernhill.

The people of Monkstown have fought before to protect this important place from development.

Now, for a second time, planning permission is sought for an LRD development of 11 concrete blocks of apartments up to 9 storeys high consisting of 491 units, the majority which will be Build to Rent only and people will not have the option to purchase or own these. The tallest of the blocks has an elevation of 54 metres. For context, the elevation of Liberty Hall in Dublin City centre is 59 metres*. This proposed development will tower over our neighbourhood. With 137 units per hectare this development proposes a density on a par with the cities of Paris and Amsterdam. Such high density development has no place in a suburban village like Monkstown.

It also includes 224 car parking spaces and there will be just 2 access points, both onto the already busy Monkstown Road. This is a small 2 lane suburban road that barely accommodates a bicycle track. The construction phase of the development is proposed to take place over a three year period with construction traffic using just one small access point off the same small road.

We believe that these proposals pose a grave and immediate threat to the environment and to the biodiversity of the Monkstown Valley. We anticipate significant levels of air pollution and noise pollution. The Build to Rent nature of the development is by design to maximise return. We don’t believe ‘build to rent’ provides the type of homes that people in our community need.

Many people have lodged observations on these plans to DLRCoCo. The deadline has now passed. This petition will give if the entire community and its supporters the chance to voice their opposition to these plans and to demand the political change necessary to stop development of this nature.

We are calling on:

  1. The developer GEDV Monkstown Owner Ltd to immediately withdraw their plans and consult with the community.
  2. DLRCOCO to refuse permission for the proposed development.
  3. Our elected representatives to stand with the community and to sign this petition and to lodge an objection to the proposals with DLRCOCO.
  4. The Minister for Housing Darragh O'Brien to legislate for proper sustainable development that provides real homes and to ban corporate owned Build to Rent developments.
  5. The Minister for Finance Michael Mc Grath to end the tax free status of R.E.I.T.s that incentivise the corporatisation of housing.
