INDEPENDENT REVIEW AND FURTHER PUBLIC DISCLOSURE

RE:  Prometheus Hyperscale Data Center Project

We, the undersigned, being legal residents and registered voters of Uinta County, Wyoming, respectfully
petition the Board of County Commissioners of Uinta County (the “Commission”) — pursuant to the
Commission’s authority over county land use, planning, and zoning under Wyo. Stat. Title 18, Chapter 5, and its
duty to protect the health, safety, and welfare of the residents of Uinta County — to deny or withhold approval
of the planned Prometheus Hyperscale Data Center project (the “Project”), and to withhold any associated
commitment of public funds, tax abatements, credit, or public debt, until each of the following conditions has
been satisfied, independently evaluated by qualified third-party experts not retained by the developer, and the
supporting materials have been made available to the public:


I.  Disclosure, Timing, and Public Process
1 All promised and required permits and assessments have been completed and made available to the
public for not less than sixty (60) days. Public hearings shall be held only after disclosure of these
materials and before any final vote or approval, allowing residents adequate time to review the materials,
ask questions, and submit comments.
2 Confirmation of whether the Project, or any associated power generation, is subject to review and
permitting by the Wyoming Industrial Siting Council under the Industrial Development Information and
Siting Act (Wyo. Stat. Title 35, Chapter 12); and, if so, completion of that review, including its independent
socioeconomic-impact study and bonding requirements, before any county action.

II.  Independent Studies and Impact Assessment
3 A determination that the Project does not harm the health and welfare of the citizens of Uinta County and
that it is consistent with the established goals and economic policies of the County.
4 An in-depth, independent study of the direct and indirect environmental impact (air, light, and noise
pollution; ground-water contamination; heat dispersal; waste disposal) and resource and financial impact
(electricity and natural-gas consumption) of the operating Project on Uinta County residents.
5 Documentation of the Project’s water rights and appropriation through the Wyoming State Engineer’s
Office, and of any required Wyoming DEQ Air Quality permit for on-site generation or backup power,
sufficient to evaluate long-term effects on local water supply and air quality.
6 A thorough assessment by affected public services (police, sheriff, jail, courts, fire, medical, public works,
and utilities) of the impact of a construction workforce of the size projected by the developer on the City of
Evanston and Uinta County infrastructure, including quantifiable financial impacts and the additional
services and infrastructure that would be required.
7 Independent verification that the closed-loop cooling system technology proposed for the Project is viable
and safe.

III.  Public Funds, Financial Assurances, and Bonding
8 Disclosure of the total cost of building the Project, its timeline, and confirmation of financing sufficient to
complete the Project as represented.
9 Full disclosure, for each tax abatement, exemption, incentive, grant, loan, tax-increment financing
arrangement, bond, or community-benefit agreement entered into, applied for, promised, or contemplated
by any local, state, or federal government body in connection with the Project, of: (a) the granting or
issuing body; (b) the specific statutory authority relied upon for the grant; (c) the financing mechanism and
the source of repayment; and (d) whether any portion constitutes indebtedness of Uinta County or the City
of Evanston in excess of current-year taxes such that a vote of the people is required under Article 16,
Section 4 of the Wyoming Constitution.
10 Disclosure of the per-household and per-ratepayer cost exposure of county residents, including whether
the cost of any electrical grid upgrades, generation capacity, or other infrastructure required to serve the
Project would be borne by existing ratepayers and taxpayers.
11 A bond and enforceable contractual obligations by Prometheus Hyperscale and Target Hospitality
sufficient to ensure that the promised low- or no-impact construction and operations are completed, and
that the specified “legacy assets” are left at the workforce hub.
12 A separate decommissioning and reclamation bond sufficient to cover end-of-life dismantling, site
restoration, and removal of the data-center facility and its equipment, so that the cost of an abandoned or
obsolete facility is not left to the County or its residents.
13 Written assurances and enforceable restrictions prohibiting any future conversion of the workforce hub —
by Prometheus Hyperscale, Target Hospitality, or any successor or third-party operator — to detention,
correctional, or any other use unrelated to the Project.

IV.  Tenant, Ownership, and Security Disclosure
14 Disclosure of the primary tenant or tenants for the Project.
15 Disclosure and independent review of any known data-security, foreign-ownership,
government-contracting, surveillance, or privacy implications associated with the Project’s ownership,
tenants, or intended use.

V.  Verification of Public Support
16 Verification, through an independent, methodologically sound survey conducted by a qualified firm not
retained by the developer — with its methodology and results made public — that a majority of the
residents of Uinta County support the Project as presented.

Conclusion
We believe it is the responsibility of the Uinta County Commission to ensure that the safety, wellbeing, and way
of life we enjoy here are protected. We therefore urge the Commission to withhold approval of the Prometheus
Hyperscale Data Center Project, and any associated commitment of public funds or credit, until the matters set
forth above are resolved. We respectfully request a written response from the Commission no later than thirty
(30) days from the date this petition is submitted, and we expressly reserve all rights of the undersigned,
including the right to seek independent legal and administrative review of any decision made before these
conditions are satisfied
