One-Click Email: How to Ban All AI Data Centers in Unincorporated LA County
Did you know that the recent temporary ban on AI data centers issued by the LA County Department of Regional Planning DOES NOT affect the City of Industry and the proposed AI data center at Puente Hills Mall? City of Industry is an incorporated city (has a mayor, city council, etc), and the LA County Board of Supervisors & Department of Regional Planning have zero authority over an independent city like City of Industry.
That said, the temporary ban on AI data centers for unincorporated areas of LA County is a move in the right direction, but we still have much work to do. Right now, the Board of Supervisors is working towards updating zoning regulations for AI data centers, and it's our opportunity to urge them to ban ALL AI data centers, not just "large" AI data centers. For reference, the AI data center proposed at the mall is a "small" data center, but it will still have significant health and environmental impacts.

Next Action: The first step in updating regulations for AI data centers in unincorporated LA County is a public "cluster" meeting scheduled for Wednesday, September 23, 2026 from 12pm to 1pm (see attachment). I encourage you to attend this virtual meeting and make a public comment. I've even drafted a script for you to read for your comment:
"Hello, members of the Community Services Cluster. My name is [Your Name], and I’m a resident of [Your City].
As you work towards amending Title 22 zoning regulations, I urge you to explicitly prohibit all High-Performance Compute and AI data centers across unincorporated LA County, not just ones considered “large scale”. [Say this only if you sent the one-click email; otherwise skip]: I have already submitted a detailed email comment with specific code language for your staff to review.
AI data centers of all sizes consume massive amounts of power and water, straining our grid and impacting community health as well as the environment. To protect our neighborhoods without creating legal loopholes, Title 22 must establish clear technical thresholds—specifically banning facilities exceeding 15 kilowatts per equipment rack or using direct liquid cooling for high-density GPUs.
Traditional low-density business data centers should only be allowed strictly through a Conditional Use Permit in heavy industrial zones, backed by a CEQA analysis and Public Health review.
Please direct Regional Planning to incorporate these technical thresholds into Title 22. Thank you."

PHCPA is currently engaged in public interest litigation under the California Environmental Quality Act (CEQA), challenging the adequacy of the environmental review adopted for the 9.2-acre, 400-megawatt Marici Battery Energy Storage System (BESS) project located across the street from Hacienda Heights residents.
We are also working to oppose the proposed AI data center at the Puente Hills Mall.
