The City of Industry is aggressively pushing forward massive industrial developments directly bordering our communities. This includes:
- Three proposed Data Centers (at the Puente Hills Mall site, 110 Marcellin Dr. near Grand Avenue, and near the Alfred S. Madrid Middle School site)
- The recently APPROVED MARICI Battery Energy Storage System (BESS) project
- A recently APPROVED Title 17 Zoning Rule change that allows large-scale industrial uses near residential communities
Alarmingly, the City has already approved the MARICI project and the zoning changes without sufficient transparency, meaningful public participation, or a thorough environmental review. If these projects break ground, they could permanently degrade the character, safety, and environmental health of our community for decades.
The Puente Hills Community Preservation Association (PHCPA), representing nearby residents, residents of surrounding cities, property owners, and local businesses, is calling on our community to stand together and oppose these developments:
- The proposed Data Center development in the City of Industry (the Puente Hills Mall site, 110 Marcellin Dr. near Grand Avenue, and near the Alfred S. Madrid Middle School site).
- The MARICI Battery Energy Storage System (BESS) project.
- Any future related and similar industrial projects and expansion into areas near our residential neighborhoods, schools, and retail districts.
This petition will be submitted as evidence in LA Superior Court to demonstrate our unity and collective support for legal action.
Why This Matters:
The Core Threats to Puente Hills Redeveloping the Puente Hills Mall property with heavy industrial infrastructure is not a routine redevelopment decision. It is a major land-use change with serious consequences for surrounding communities. Our primary concerns include:
- Fire & Public Safety Risks: Battery Energy Storage Systems rely on massive lithium-ion battery arrays. When these systems fail, they can experience "thermal runaway" events—causing prolonged, highly toxic fires that require specialized emergency response. Communities located near these facilities deserve full transparency about these risks and the emergency response capabilities available.
- Environmental & Health Concerns: Large data centers require enormous amounts of electricity and water for cooling. They frequently rely on massive diesel backup generators that produce localized air pollution and constant, droning noise.
- Traffic & Infrastructure Strain: The construction and long-term operation of these projects will introduce years of heavy truck traffic, road damage, and disruption to local commuter routes. Our local roads, utilities, and emergency services may not be equipped to support this without significant upgrades at the public's expense.
- Property Values & Neighborhood Stability: Industrial developments located near residential areas historically create uncertainty in housing markets and negatively affect property values.
- A Dangerous Precedent: Allowing heavy industrial facilities on the Puente Hills Mall property will open the door for even more data centers, battery facilities, and heavy industry to creep into areas bordering our homes and schools.
CEQA Requires Transparency
Under the California Environmental Quality Act (CEQA), projects that may significantly impact the environment must undergo a thorough review process. This process typically includes preparation of a Environmental Impact Report (EIR) to evaluate potential impacts before approvals are granted. We are demanding a complete, independent Environmental Impact Report (EIR) to:
- Analyze all environmental impacts including air quality, noise, water usage, and traffic,etc.
- Identify severe public safety risks including fire hazards and hazardous materials.
- Evaluate reasonable project alternatives Require mandatory mitigation measures to reduce environmental harm.
- Provide the legally required opportunities for meaningful public review and participation.
Residents who live, work, and raise families near these proposed developments deserve a transparent and thorough CEQA review.
Our Community’s Demands to the City of Industry
We respectfully call on City officials and decision-makers to:
- Halt and reverse the approvals of the MARICI BESS project and Title 17 Zoning Rule changes.
- Pause all approvals for the three proposed Data Centers (at the Puente Hills Mall, 110 Marcellin Dr., and near Alfred S. Madrid Middle School).
- Require a comprehensive Environmental Impact Report (EIR) under CEQA before any permits are issued or construction begins.
- Ensure full transparency and public participation through open community meetings and public hearings.
Protect local communities by maintaining responsible zoning policies that prevent heavy industrial development near residential neighborhoods, schools, and retail areas.
