Why this petition matters

My name is Jeanette Portocarrero the founder of Lost and Found Dogs USA Network. I have been doing rescue for over a decade. I am very committed to resolving the pet crisis across our country. I firmly believe the solution is right in front of us however in the meantime laws and ordinances must be changed to prevent the unnecessary suffering of animals. The accountability/prosecution towards animal cruelty is almost none! animals who have been confiscated for heinous acts of cruelty are being returned to their owners...THIS SHOULD NOT BE! Owners of animals who have been permanently confiscated, turn around and get another dog in turn the cycle continues! ....ABSURD! There must be consequences! and such families never to own an animal again unless put through education, community service at a local rescue or shelter. The complacency must stop and action needs to finally take place. The system is failing these animals and it's time we escalate our efforts to bring about change.
