Thousands of students are denied a classroom seat at excellent public schools across New York because of outdated policies on "backfill" that limit educational access to non-entry grades.  We call on the City Council and State Legislature to require that all public schools, both charter and traditional, offer open seats at all grade levels to eligible waitlist students. Requiring all public schools to offer open enrollment and fill any empty seats is essential to expand parent choice and voice from Kindergarten through grade 12.
