Petition for the Introduction of New Laws on Home Defence and Concealed Carry Firearms in the UK  

The Members of Parliament and the Government of the United Kingdom,  

We, the undersigned, respectfully request the government to explore and implement a tightly regulated pilot program allowing for the ownership and use of smart firearms for home defence and personal safety. This proposal seeks to address rising crime rates, delayed law enforcement response times, and the evolving need for modern safety measures while maintaining strict oversight and accountability.  

Justification

The UK faces a concerning rise in violent crimes, including burglaries and assaults, which leave many citizens feeling vulnerable and unprotected. Law enforcement agencies work tirelessly to address these threats; however, delayed response times during critical incidents often mean that victims are left defenceless in moments of crisis.  

Existing UK firearm laws, rooted in the Firearms Act 1968, while effective in limiting access to dangerous weapons, have not evolved to incorporate modern safety technologies. Biometric smart firearms, for example, offer a tightly controlled, high-tech solution, ensuring only authorized users can operate the weapon. By leveraging such innovations within a robust regulatory framework, law-abiding citizens can be provided with tools to protect themselves while maintaining public safety and accountability.  

This proposal outlines a carefully monitored program to empower responsible individuals with advanced defence tools while addressing the broader concerns of public safety.  

Proposed Pilot Program

To evaluate the potential benefits and risks, the program would be trialled in select regions under the following conditions:  

Comprehensive Vetting Process

Only the most responsible individuals would qualify through a rigorous screening process, including:  

Criminal Background Checks: Ensuring no history of violent or serious crimes.  

Medical and Mental Health Assessments: Verifying fitness to own a firearm without posing a risk to themselves or others.  

2. Mandatory Training

Candidates must complete certified training programs, including:  

 Emphasizing de-escalation and the avoidance of harm.  

Shot Placement and Ethics: Ensuring responsible firearm use, with strict guidelines on proportionality and non-lethal targeting unless absolutely necessary.  

First Aid Training:** Preparing participants to manage gunshot wounds and other emergencies.  

 

3. Smart Firearm Technology

Participants would only be issued Biofire Smart 9mm handguns, equipped with:  

Biometric Authorization: Ensuring only the registered owner can operate the firearm.  

-Remote Disable Function: Automatically disabling the firearm when not in use.  

Incident Alerts: Notifying law enforcement when the firearm is activated in unauthorized locations.  

 

 4. Secure Storage Requirements

Applicants’ premises would be inspected to ensure firearms are stored in certified safes, inaccessible to unauthorized individuals or minors.  

 

5. Limited Ammunition and Accountability  

Participants would receive a monthly allowance of 10 frangible bullets to minimize collateral damage. Unused rounds would not roll over. All discharges must be reported to law enforcement and subjected to investigation, with misuse resulting in fines, license revocation, or prosecution.  

 

 6. Waiting Period  

A mandatory two-month waiting period would allow authorities to thoroughly assess applicants’ backgrounds, readiness, and compliance with program requirements.  

Ongoing Training and Oversight

Participants would be encouraged (though not required) to attend regular training at certified ranges, with ammunition provided separately to promote safe and responsible firearm use.  

Law enforcement would monitor participants through biometric logs and firearm activation data, ensuring compliance and public safety.  

Public Safety Measures

The program prioritizes public safety through multiple safeguards:  

Automatic Firearm Shutdown: Smart technology ensures firearms are operational only when needed.  

Real-Time Alerts: Unauthorized use or activation in public triggers immediate notifications to law enforcement.  

Strict Oversight: Monthly inspections, mandatory reporting, and investigations into all discharges ensure accountability. 

Allowance for Public Carry

Under the pilot program, responsible participants would be permitted to carry their firearms in public, strictly as a deterrent against threats. Use would be limited to immediate and justified cases of self-defence. Comprehensive monitoring would ensure compliance with ethical guidelines.

To measure success, anonymized data will be collected on crime rates, firearm usage, and public safety outcomes. This information will be shared with the public to ensure transparency and guide future decisions on expanding or refining the program.  

Implementation and Evaluation

The pilot program would be trialled in regions selected based on crime rates and public safety concerns. Its impact would be reviewed after one year, focusing on:  

- Changes in crime rates.

- Public perception and confidence in the program.  

Based on these findings, the government would determine whether to expand, adjust, or terminate the program.
