Nevada Legislature: Make hitting a dog or cat with a vehicle a punishable offense!

The Issue

I saw a dog get ran over and killed by a truck and nothing happened. Not a citation, a fine, a charge, absolutely nothing. The dogs life is completely meaningless in the state of Nevada. On July 29th 2019, I was on my way to work when a dog ran out into the road. There was a truck coming and I am not sure if he saw the dog but he did not stop. He ran the dog over with both the front and rear tires of the truck and it was a large flat-bed style truck. He then continued driving down the road as if nothing had happened but pulled over when he saw me pull over. This was a big dog, he had to have felt that he hit something. I waited for him to get out and go back to see what he had hit, he never did. I decided that I should get the license plate of the truck and when I pulled around to get behind him, he tried to drive away. I contacted the police, who referred me to animal control, who said they can come get the dogs body but can not do anything else legally. They said since I have the license plate I should file a police report anyway, but that they are not sure if anything will be done. After work, I went down to the police station and tried to file the report. The clerks initially told me that a dog is property and that if it’s not my dog I can’t file a report. I asked “Not even if he didn’t go back to see what he had hit, it was a pretty big dog, could’ve been a kid.” After some deliberation the clerks decided to let me file a report. I went home, hugged my dogs, and cried that night. I was not alright for several days after the incident because, this was traumatic for me to witness as a dog owner and lover. I demand that the Nevada state legislature change our laws to hold people who kill pets in the road accountable for their actions!
