Hydro became popular as a cyborg, through M.U.G.E.N games such as Mortal Kombat Project 4.1

However this isn’t to say Hydro has never been seen in a cybernetic form before, and this is where things start getting more interesting! Using a program known as M.U.G.E.N, many fan-made fighting games have been made based around Mortal Kombat, as well as characters and fighters as well. One of the most popular characters has been a cybernetic Hydro. This version of Hydro was most popularly seen in the fan made game Mortal Kombat Project 4.1, where he appeared simply just colour-palate swap of Cyrax, with new animations including a few elements taken from the character Glacius from the Super Nintendo adaptation of Killer Instinct. The end result was a blue Cyrax, with fighting elements borrowed from Sub-Zero and Glacius

Hydro was a close friend of Sub-Zero and a fellow Lin Kuei. He journeyed with Sub-Zero to combat the forces of Outworld. Hydro has the ability to control water and even blasted strong waves of water that were so freezing cold that they could actually freeze the opponent upon contact.

After Scorpion and Hydro fought in Outworld, Hydro was killed, as part of the undead wraith's promise of killing all of Sub-Zero's friends and family before killing Sub-Zero himself.

In Mortal Kombat: Legacy, Hydro is portrayed as an earlier version of the cybernetic ninja program, unit LK1V1, and is pitted against Cyrax and Sektor to demonstrate their superior abilities. This version of Hydro displays similar skills to other Lin Kueicyborgs, such as conducting electricity around his arms and fists to increase the damage of his attacks.

We know that Ed Boon said "we dont repeat dlc". So we know there will be no Cyrax, Sektor or Cyber Smoke because they were dlc in MKX(triborg). According to Roster leak(which is %99 true) there are no cyborgs in base roster so we want Cyber Hydro in MK11 as a DLC. It would be interesting to have a cyborg that uses water while fighting(just like Rain). 

I played as Cyber Hydro in many mugen MK games, and he is really really fun. Just imagine him in MK11 ! The Glitchy Cyborg Hydro! It would be really cool.
