The Issue

When my husband Ryan and I welcomed our baby girl, we thought we were bringing her home to the safest place in the world — our arms. We never imagined that within days, we’d be saying goodbye. Our daughter, Penelope “Nellie” Beck, passed away at just three days old due to an undetected oxygen issue that could have been caught with one simple test — a pulse oximetry check before hospital discharge.

 


In the months since losing her, Ryan and I have held on to each other tighter than ever. My husband is my rock — steady, gentle, and endlessly patient. In the quiet moments of our grief, he’s been the one who’s reminded me that love can still build something beautiful out of heartbreak. Together, we made a promise that Nellie’s short life would continue to make a difference. Out of that promise came Nellie’s Law.

 


Nellie’s Law is a proposed federal requirement that every newborn in the United States have their oxygen levels checked and documented before leaving the hospital. This simple, painless test can detect heart and lung conditions that might otherwise go unnoticed until it’s too late. Many hospitals already perform this screening — but not all, and not everywhere. Right now, there’s no federal protection ensuring that every baby receives this check, and that gap is what we hope to close.

 


But this law isn’t just for Nellie. It’s for every baby who never got the chance to grow up. Every tiny heartbeat that stopped too soon. Every mother who went home with empty arms, and every father who would have done anything to save his child. Nellie’s Law represents all of them — a collective love, a shared loss, and a united hope that no family will ever have to feel this kind of pain again.

 


This isn’t political. It’s deeply human. It’s about protecting the smallest and most sacred lives, giving parents peace of mind, and honoring the babies who didn’t get the chance to stay. I may not be a doctor or a politician — I’m just a mother who loved her child more than life itself. But I believe love can move mountains, and I believe change begins with one brave story told in truth and tenderness.

 


If Nellie’s story — and the stories of all the little ones gone too soon — can help save even one life, then their short time here will ripple through generations. My dream is that one day, when a nurse gently checks a newborn’s oxygen before sending them home, she’ll pause and whisper, “This is because of Nellie — and every baby who came before her.”
