My name is Kuhu Shrivastava. As an 18-year-old student, I am writing this petition to bring urgent national attention to the ongoing crisis surrounding the National Eligibility cum Entrance Test (NEET) and the subsequent treatment of protesting medical aspirants, students and youth across the country.

Millions of young students dedicate years of hard work to secure a future in India’s healthcare system. However, recent irregularities, administrative confusion, and police action against peaceful student assemblies have created severe distress, anxiety, and trauma among candidates and their families.

This petition is entirely non-partisan and unaffiliated with any political party or group. It stands purely for the constitutional rights, safety, and academic future of India’s youth. I respectfully urge the governing ministries, educational bodies, and judicial authorities to consider and act upon the three core demands outlined below.

        1. Independent Fast-Track Judicial Overview for Police Action

  • Fast-Track Judicial Mechanism: Establish dedicated fast-track court mechanisms or special judicial tribunals to conduct time-bound, independent investigations into all instances of police lathi-charges and claims of excessive use of force against any crowd. 
  • Public Transparency & Information Access: While respecting lawful investigative procedures, order the maximum possible public disclosure of inquiry findings, body-camera/CCTV footage, and official reports to maintain public trust.
  • Strict Accountability: Ensure that all individuals found responsible for unlawful or excessive force are held accountable under the law, regardless of their rank or official position.
  • Mandatory Body-Worn Camera Protocol: Mandate continuous, active body-worn cameras for every officer on duty during public assemblies. Deactivation during active duty or citizen interaction is strictly prohibited.
  • Written Justification & Accountability for Disengagement: Any missing footage, camera deactivation, or power loss during an incident must require an immediate written explanation submitted under oath within 24 hours. Unjustified disengagement or tampering must trigger an automatic administrative inquiry and disciplinary action.

        2. Standardised Compensation & Support Framework

  • Formal Victim Support: Establish a standardised, state-backed medical and financial relief framework for students who suffer direct physical injuries or casualties due to excessive police action or verified institutional failures during public assemblies.
  • Mandatory Judicial & Forensic Audit: To prevent fraudulent claims, exploitation, or moral hazard, every request for relief must undergo mandatory verification by an independent magistrate-led inquiry board and a qualified forensic panel. Compensation shall strictly apply only in verified cases of state or institutional liability, ensuring zero room for misuse.

         3. A Unified Single-Window National Counselling

  • Single-Window Infrastructure: Transition 100% of government medical college seats (integrating both All-India and State Quotas) into a single, synchronised national online counselling platform to eliminate the administrative chaos, high fees, and seat-hoarding caused by separate state-level portals.
  • Transparent & Equitable Merit System: Maintain a centralised, transparent seat-allocation framework using All-India Ranks (AIR) that respects constitutional reservation guidelines while minimising arbitrary state-to-state cutoff discrepancies, ensuring equal opportunity for candidates nationwide.

The youth of India deserve a fair education system and a safe environment where their grievances can be voiced without fear of physical harm. When students assemble peacefully to request accountability, their constitutional rights and physical safety must be protected.
