Speeding Fine Rules to be clear

The issue

Every road user will benefit from the government stating clear rules and regulations, enforcing them via driving school instructors and tests on our roads and clear signs advising when a person is to react to the sign of speed in front of them. 

The police team is ripping off Australian citizens and road users thousands if not millions each year by issuing day to day users speeding fines when their law is not even clear and readily available anywhere online searches. 

How is one to know when exactly are you to respond to a speed sign? Be it slow down or increase the speed. On freeways, with high speed flowing traffic all driving at a certain speed limit, say 100, traffic joining and merging into the freeway lanes is expected to speed up and drive at that particular speed limit the minute they see the sign to avoid collision or causing any deadly accidents. Same thing applies in school zones. The minute you see the speed sign dropped to 40 you are required to start slowing down immediately before the sign. Should you be caught driving more than 40 after the sign, you are fined. 

Unfortunately this law doesn't apply if driving on normal roads (God knows where else) , where you see the sign change from lower speed to higher speed, say for instance 70 to 80. You'll be fined for speeding, even if not doing 80 yet, but driving above 70 before crossing the sign (confusing right?). It appears this law about when one can start adjusting their speed is at the discretion of the police officers and their cameras. Not fair right? 

If you are like me, I would like to have clear instructions or laws applied by all and not at the discretion of a police officer alone. I'd like rules and regulations readily available for all to know about in driving books, driving schools or even on the actual speeding signs so there's no room for error or one person deciding when it's wrong and when it's right. 

Join me in signing this petition to enforce the law to ask the police department to use all the money they have collected through speeding fines, put this money to good use by making this law available, simplified and readily available for all road users via driving books, on speed signs and available on google search (as there's currently nothing available even on google search about when to start speeding after you see a sign).
