The Issue
Seat belts save lives and primary law states have higher seat belt usage, so it only makes sense to MAKE NEVADA A PRIMARY SEAT BELT LAW STATE! If Nevada has a Zero Fatalities goal, then it should also have a 100% seat belt use goal!
If saving lives is not enough, another benefit to having a primary seat belt law is tax dollar savings!
