Remove rule #5.1.a.i that requires a team of 3 to automatically forfeit doubles matches

The Issue

Rule 5.1, subsection a.i. ("Should a team be missing a player and go down to three players...if the match is tied after the aforementioned default, the offending team will then forfeit the doubles match") unfairly penalizes those schools without necessary player and monetary resources to field a team of 4, as well as those schools who experience extenuating circumstances which prevent a fourth player from attending a competition. This rule prevents participation and violates the NCTTA's mission of "promoting competitive table tennis at the college level" by favoring uncontested forfeits over competitive play.

The NCTTA Board of Directors "asks for feedback and assistance in joining a committee to help look at [the] rules and take out things that are 'obsolete' or things that may need changes" every summer. Players are encouraged to take part, and by showing our support against this rule, we can better influence the decision-makers of the NCTTA to support the players' best interests.
