Require Veterinarians to Record Pet Microchip Number Each Visit

Require Veterinarians to Record Pet Microchip Number Each Visit
Why this petition matters

My wife and I divorced 3 years ago (August 2017) and the judge split our 2 dogs up. They are sisters and my (now ex-) wife assured me the two would be able to see each other on a regular basis. Although still sad to see my baby dog (her name is Penny) go, I knew that she and Freddie (my now only dog) could see each other as they were sisters and best friends.
SO, what does my ex-wife do but immediately gives Penny away to a friend of her sister (who lives 150 miles away). She didn't even ask if I would take Penny back to be with Freddie - of course I would have taken her in a heartbeat. Penny's new family (if you can believe my wife's word) now lives somewhere in Wisconsin.
Each day my heart breaks more and more for my girl Penny, who wonders why her daddy abandoned her - and what happened to her best friend Freddie? As far as Freddie goes, she spends hours looking out the window and I'm saddened to think that she's waiting for Penny to come home to play and be her sister again.
The small bit of good news is that Penny's microchip is still registered to me at a company called Home Again. The bad news is that veterinarians don't check or record a dog's microchip number each time the dog visits, if ever. If Penny's new vet would do this, the number would show me as the dog's owner and the vet would be required to report this fact. I might even see my Penny again. She would be 10 now and I just want to tell her I love her and I'm sorry and never meant to give her up. I would do anything to get her back, but fear now she is lost to the universe where I have no way to find her but by her microchip number.
I want to make it mandatory that all vets and shelters check a pet's microchip number on each visit. Think of how many lost or stolen pets could be recovered. To see Penny again would change my life beyond belief. I have been trying to find her for 3 years. Maybe I could show her how much I love her by passing this petition. I may not be able to see Penny again...but many owners of missing pets could be reconnected with their best friends, and that is the best I can do.
Thank you for signing this and if you live in Wisconsin, Penny is female Irish Setter - 10 years old - and looking, always looking, for me and Freddie.
