Corruption must not be tolerated. It can not be ignored! The documentation clearly proves that this investigation was deliberately compromised from the very beginning: altered documents, failure to follow procedures, blatant disregard for the laws and fabrication of evidence, etc. These actions by officers from the CCSD, Sam Eady and others are unethical, immoral and illegal. Those actions are a direct contradiction to the "oath of office" that each individuals is sworn to uphold. Their documents reveal over one hundred irregularities or inconsistencies. These are not clerical typo's or simple mistakes. They are deliberate efforts to deceive. 1. Why did CCSD, 911 Operators, FFD, FPD nor CCFD fail to notify Sam Eady of the death, as mandated by law? Mr. Eady was notified almost 2 hours after the 11:05 call to 911. 2. Why did Sam Eady fail to conduct an investigation, inquiry and inquest as mandated by law? Is Mr. Eady not court ordered to conduct an investigation? 3. Why did CCSD fail to provide the DA's office all of the evidence in the investigation? (cell phone records, photos, original documents, etc) 4. Why did CCSD provide the DA with evidence that had been altered? 5. Why did CCSD fail to secure the scene, protect the evidence, isolate witnesses and possibly identify suspects(s) as mandated by law? 6. Why did CCSD fail to arrest Kevin Griffin for his 5 plus admitted violations? Samantha Sutton was serving more time for less serious violations that Griffin admitted to during police interviews, yet, he was not even arrested. Why not? Are the rules different in Carroll County for young pretty girls, as opposed to middle aged men? 7. Sam Eady's report (4-30-2011)describes Sam's body as "cold, stiff, mottled, blood pooling with lividity." This description is consistent with the photos taken that same day at TMC-VR, by Sam Eady and Officer Levoie. Yet, the photos and documents from the GBI's report on April 2, 2011, reflect a totally different description. Documents provided by GBI describe Samantha's body as, "moist lips and mucus membranes..." The photos made by the GBI on April 2, 2011 support their description. Why would CPR have been started on Samantha if she looked like the 4-30-2011 photos? 6. Why did WGAS fail to provide documentation supporting the decision made by Dr.Paul to "call it" and stop CPR ? Why was the WGAS service report altered, omitting Jessica Fincher's actions, as well as other life supporting actions by Melissa Daniels? The suspicious circumstances and confusion surrounding the death of Samantha Sutton is directly related to the misconduct of officers of the CCSD. If your intentions are to ignore this, please advise me of the next official who will truly honor their oath of office and seek justice for Samantha? This would not be acceptable is Samantha were your daughter. Original letter below: I am writing you this letter in hopes that Sam will get the justice she deserves. Hopefully there will be consequences for the actions that have occurred. The documentation provided verifies that records have been altered, omitted and fabricated in an attempt to cover up the events surrounding Sam's suspicious, untimely death. Samantha Sutton, “Sam” was molested at the age of ten by an older male. Although the facts were clear and the evidence was overwhelming, the offender was never held responsible for his actions. After this, Sam went through extensive counseling at Floyd Medical Center. She was diagnosed with Severe Separation Anxiety, Panic Attacks, and Post Traumatic Stress Disorder. At age 14, 16, and 17 Sam was a missing child with Center for Missing and Exploited Children. Statistically 86% of children who are abused resort to drugs and alcohol to cover the psychological pain. Unfortunately, Sam was one of those statistics. She became involved with law enforcement at 17. Sam was in and out of jail and treatment centers until her premature death at age 22. Sam believed that her civil rights had been violated by various law enforcement personnel. In the early spring of 2011, while in Carroll County Jail, Sam contacted a Civil Rights attorney, Bob Cullen. Mr. Cullen agreed to take Sam's case. Sam became an advocate for others, referring them to Mr. Cullen. He began to review documents and visited Sam and other inmates at the Carroll County Jail. Cullen was arrested by Carroll County officers shortly after Samantha's death. Shortly thereafter, Sam was abruptly transferred from the jail, where she had been successful and clean for approximately 9 months. She was transferred to a Drug Court Ordered Residential Rehab, under the direction of Susan Alexander,who has known connections to Kevin Griffin. Initially, Sam and her family were hopeful about the rehab. Later, it was determined that the rehab was not equipped to handle Sam's specific needs. The structure of the new Residential Rehab was similar to the previous rehab where Sam had been unsuccessful. Sam and her family contacted Alexander expressing their concern for that specific placement. This location also gave former boyfriend, Griffin (with his obvious connection to Alexander) easy access to Sam at a time when she was most vulnerable. Sam and her family believed that Sam needed a more structured setting to succeed.
