The Issue

The constitutionally guaranteed right to access the ocean is being taken away from Rhode Islanders. Narragansett has 13 public rights-of-way (ROW) designated by the Coastal Resources Management Council (CRMS). At some of these ROWs, parking has been eliminated due to pressure from private landowners near them. If this trend is not reversed, access to the ocean will only be for the 1%. 

 

We are petitioning the Town of Narragansett to:

  • Provide free public parking at all public rights-of-way in Narragansett
  • Survey all ROWs to stop the encroachment of private property 
  • Protect, clean, and develop the infrastructure around each ROW
  • Look into purchasing more space for the public

Constitution of the State of Rhode Island - Article 1 Section 17:

“The people shall continue to enjoy and freely exercise all the rights of fishery, and the privileges of the shore …  and they shall be secure in their rights to the use and enjoyment of the natural resources of the state with due regard for the preservation of their values”

 

Narragansett Code of Ordinances - Chapter 1054 Section 82-177:

“No person shall block barricade or in any way impede the public use of or access to designated public rights-of-way to the water as defined by the coastal resources management council or the town.”
