The Issue

Dear citizens,

We are writing on behalf of the Animal Justice Project initiated by small group of students of Jayshree Periwal International School to request your support in urging the Hon’ble Prime Minister to increase the penalties for animal cruelty under the Prevention of Cruelty to Animals Act, 1960.

Animals across the country suffer immense cruelty every single day. Animals on the streets, in pet trade, in laboratories, in circuses, animals employed for transportation, and many others are vulnerable to constant abuse and neglect. Various studies have revealed a shocking propensity for offenders charged with crimes against animals to commit other violent offences towards human victims. This is the reason why countless instances of animal cruelty and abuse in India must therefore be seen as a forewarning. Unfortunately, the offences amounting to cruelty under the Act are not cognizable (other than animal fights, shooting animals & injecting harmful chemicals), which prevents the law enforcement agencies 

3 Billion animals get killed everyday JUST FOR FOOD. Under Section 428 of the IPC, a person can face a 2 year jail term for killing, or maiming a pet animal worth Rs. 10 and a 5 year jail term if the pet was Rs 50 or more. Even though there are all these rules, people still do it and act as if nothing ever happened.

 It’s not like animals don't feel pain. We do know that the animals are first stunned, before they are killed so that they don’t feel pain, but their loved ones, their family miss them too. Now, I want you to imagine what I’m about to say, happening to you. Some monster separates you and your parents when you’re just a baby. Sounds terrifying doesn’t it? That’s exactly what happens to millions of animal families everyday! We don’t understand why humans aren’t ready to live with animals in harmony. Murdering animals is just unacceptable.

Animal abusers being able to get away with a heinous crime of hurting a harmless animal prevents us as a country from reaching the greatness that we are destined for. Thus, it is essential to strengthen the Act and thereby redeem our culture of non-violence and compassion.

We request you to support this petition, and help us in urging the Hon’ble Prime Minister and Shri Giriraj Singh, Hon’ble Minister, Ministry of Animal Husbandry, Dairying & Fisheries, urging him/them to amend the Prevention of Cruelty to Animal Act, 1960, by making all actions & omissions amounting to cruelty to animals cognizable and updating the penalty prescribed to inflation corrected amounts as of 2020.
