SEN Funding Reform
The Issue
Proposed improvements to the way that FFI and SENDIF high needs funding is distributed, and the administration of funding for children with special educational needs (SEN) and disabilities. The current system is open to abuse and can result in overidentifying children as SEN just to get additional funding, most of which is done without parental consent. The funding is subsequently not spent on the child, but used to keep the establishments afloat or pay for wages.
We are proposing that any funding should be made directly to the professionals involved in a child, to avoid funding abuse which impacts on the education of children and young people with SEN and disabilities. Local authorities and institutions need to understand their responsibilities for meeting the needs of children and young people with SEN and disabilities, including those with high needs, and to discharge those responsibilities effectively. There must be better partnership between local authorities and parents in discharging their respective responsibilities under the Children and Families Act 2014
Our goals are: 1. An independent enquiry considering how local authorities allocate funding 2. The regular monitoring of the access and allocation of funds for young people with additional needs for all local authorities, ensuring a positive education experience is being offered to all in partnership with parents and carers.
We ask that the Minister for Education and Prime Minister Theresa May take the necessary steps, to improve funding allocation for young people with additional needs
