Pets Should Not Be Held On Unoccupied Property.

The Issue

Pets should not be left on property that is unoccupied. Unfortunately, this is the case in Muskogee, Oklahoma. A certain situation inside city limits has grabbed the attention of several Muskogeans. The aforementioned property is unoccupied by people but two dogs are kept with chains around their necks, no access to clean water or adequate food, matted in their own feces and no doghouse or adequate shelter from weather conditions or wild animals. These citizens have supplied food and water, untangled their chain leashes, and provided straw to keep them warm. The dogs were overly excited to see people and seemed hungry and thirsty when they were eating and drinking. 

Pets living on unoccupied property cannot be monitored adequately for sickness or injury. They are vulnerable to severe weather conditions, being bred by roaming animals or attacks from predators (e.g. coyotes). Pets need human interaction to prevent future aggression and fear that have dire consequences. 

Although this is only one example, this mistreatment is widespread. We must fight for those who are unable to care for themselves and are considered family by most of us. Unfortunately, right now there is no city mandate against this gross neglect, therefore a petition is so important. By signing this petition we can promote change among Muskogee City Officials to include a mandate that prevents pets from being held on unoccupied property (not include adjacent properties or those used to maintain livestock) and to prevent godfathering of pets.
