To grant Mr Arnold Tarling BSc FRICS MCIArb authority to arrange with local schools and the Ravensbourne Art College and other interested local people to paint murals over the graffiti covered brutalist concrete footbridge between Eltham Park South and Shepherdleas Wood SE9 above the A2 setting aside two areas for legalised graffiti to be painted out quarterly.
