Move Adam Laboucan back to the MENS FACILITY

WHO IS HE:

“(Adam Laboucan was only 17 years old when he became the youngest convicted criminally violent sex offender in 1999. He was 15 when he brutally raped a three-month-old baby he was babysitting. The infant endured severe injuries in the attack he required reconstructive surgery. Laboucan was allegedly considered so violent that he received a rare prison sentence with indefinite length.

During his trial he made another shocking revelation claiming he drowned another three-year-old boy when he was just 11. However, Laboucan was supposedly only 12 years old when he committed that crime and so the law did not charge him for the alleged murder. Furthermore, Laboucan began identifying himself as a woman named "Tara Desousa" in 2010, and by 2018 "she" claimed to have received gender-transitioning surgery.

Despite having a disturbing past and a known history of violent behavior, Laboucan was imprisoned in the mother-and-child ward. Heather Mason, an advocate for incarcerated women, spoke at length to the Canada's Standing Committee on Public Safety and National Security. She said that one of the women who was in the mother-child program had testified about how "Tara Desousa (aka Adam Laboucan) would loiter near her and her child, making sexist and inappropriate antagonizing comments." Another inmate claimed when she brought her infant son along for a volunteer event in the prison, she was allegedly warned by a prison guard about Laboucan. "I was told that there was an extremely violent child sex offender present who hadn't been in the presence of a young child in a very long time," the mother said, noting her son was close to the same age as Laboucan's rape victim. "Once I was informed of the sick and brutal nature of the crime against the child, I regretted even going or letting that person set eyes on my child," she said.)”

To cite but one example that has received wide media coverage is the case of Tara Desousa, who was declared Canada’s youngest-ever dangerous offender in 1999, age 17. As a 15-year-old, Desousa — who then identified as Adam Laboucan — raped a 3-month old boy, the baby requiring reconstructive surgery, so horrific were his injuries. She has also admitted to murdering a three-year-old when she was 11.

Desousa, who’s said on social media that she no longer has a penis, has been repeatedly denied parole. Yet, as a trans female, she is residing — as per latest information — at a women’s prison that participates in the Institutional Mother-Child Program, an initiative whereby moms who are serving time can raise their kids in prison full-time to the age of four.

To who it may concern 

We are writing to express our deep concern about the current location of Adam Lamboucan, a transgender individual who has been convicted of heinous crimes, including the rape of a 3-month-old baby that required reconstructive surgery, as well as drowning another baby when he was younger.

As you may be aware, Adam Lamboucan is currently being held in a women's correctional facility, next to a mother and child area. We believe that this is an extremely dangerous situation, given his history of violent sexual behavior and his previous convictions for horrific crimes against children.

We are deeply troubled by the decision to place Adam Lamboucan in a women's facility, as this puts the safety of other inmates and their children at risk. It is imperative that you take steps to ensure that he is placed in a facility that is specifically designed to address his needs and protect others.

Moreover, we are concerned about the lack of transparency regarding Adam Lamboucan's history and the risk he poses to others. It is important that the public be made aware of the severity of his crimes and the danger he poses, so that steps can be taken to prevent similar crimes from occurring in the future.

In light of these concerns, we are writing this petition to urge you to take immediate action to move Adam Lamboucan back to a MEN’S correctional facility. This is the only way to ensure that he receives the appropriate treatment and that other inmates and their children are protected from harm.

We urge you to take this matter seriously and to act swiftly to address this dangerous situation. Thank you for your attention to this matter.
