Modify the Minor Access Policy at Arundel Mills
The Issue
As a local high school student and teen in Anne Arundel County, this issue directly affects me and many of my peers. I understand that the current minor policy at Arundel Mills was implemented because of safety concerns, and I fully respect the importance of maintaining a safe environment for families, businesses, and all visitors. Safety should always be a priority.
However, the current policy applies broadly to all minors, regardless of individual behavior. As a responsible student and teen who follows rules, focuses on school, participates in extracurricular activities, and contributes positively to the community, it feels discouraging to be restricted due to the actions of a small number of individuals. Many teens in our area are respectful, hardworking, and simply looking for a safe place to spend time with friends in a supervised public setting.
For many students and teens, the mall is one of the few accessible public spaces available to us. Not everyone has the ability to travel long distances, and many rely on this location as a central meeting place that is structured, monitored, and safe. It provides an opportunity to socialize responsibly, support local businesses, eat at restaurants, and shop — all while being in a controlled environment.
As students and teens, we are often encouraged to make positive choices, stay involved in our communities, and avoid unsafe environments. Restricting access to one of the main public spaces available to us unintentionally limits those positive options. When responsible teens are grouped together with those who may cause disruptions, it can feel as though our efforts to behave appropriately are not being recognized.
This matter is personal to me because it reflects how youth in our community are viewed and treated as a whole. Many of us balance academic responsibilities, sports, part-time jobs, family obligations, and community involvement. We are learning accountability and responsibility, and we believe policies can reflect that growth by allowing structured access rather than complete restriction.
The purpose of this petition is not to remove safety measures or challenge authority. Instead, it is to respectfully propose a balanced adjustment — such as extending access hours to 5PM, requiring school identification, and limiting group sizes — that maintains safety while acknowledging responsible behavior among students and teens.
I believe strong communities are built through communication, compromise, and mutual respect between youth and leadership. This proposal is an effort by local students and teens to engage constructively, show responsibility, and work toward a fair solution that supports safety, businesses, and responsible young members of the community alike.
