Modernize Yacht Rental Laws: Support Peer-to-Peer Charters and Owner Rights!

The Issue

It's time for Congress to update outdated federal laws that unfairly criminalize responsible yacht owners and restrict opportunities within the growing tourism and recreational boating industry.

Current U.S. federal codes make it difficult — and often illegal — for private yacht owners to rent out their vessels on a peer-to-peer basis, even when acting responsibly and in good faith. These antiquated laws fail to recognize the evolution of the sharing economy, unnecessarily burdening owners who simply wish to share their yachts, employ qualified captains, and contribute to local tourism.

We respectfully urge federal legislators to amend, decriminalize, or repeal regulations that: Prevent yacht owners from renting their own vessels without facing disproportionate penalties. Prohibit owners from appointing a qualified, vetted captain of their own choosing to operate their yacht.
Ban yacht owners from fairly charging per person, even when carrying no more than 13 paying passengers — a standard well within safety norms.
The proposed reforms would empower yacht owners, stimulate local economies, expand tourism services, and preserve public safety by ensuring all operators meet the owner's high standards for experience and training.

Peer-to-peer yacht rentals are no different from existing, legal peer-to-peer services in other industries like homes (Airbnb) or cars (Turo). Americans should not be treated as criminals for participating in a safe, well-managed rental transaction.

Let's support small business owners, tourism, and innovation. It's time to update the law!
