The Issue

Florida licensed hot dog cart operators, customers, and supporters respectfully request that the State of Florida review the current administrative regulations governing how condiments and toppings are stored, dispensed, and applied. 

Licensed hot dog cart operators are trained in food safety, undergo routine inspections, and operate under strict health regulations.  However, the current requirement that customers self-apply condiments and topping create unnecessary challenges including: increased use of single-use plastic cups, lids, utensils, and packaging, additional food preparation and commissary labor, higher operating costs for small businesses, longer customer wait times and reduced service efficiency.

Many states allow licensed vendors to apply condiments using sanitary food handling procedures while maintaining strong food safety standards. 

We support food safety, we support health inspections, and we support compliance. 

We simply ask the State of Florida to review whether this regulation remains necessary, evidence-based, and practical. 

Modernizing this rule could: reduce plastic waste, improve customer service, help small businesses, maintain strong food safety standards, and align Florida with modern industry practices.
