Modernize access to Margaret Pace Park tennis courts

The Issue

Margaret Pace Park is a vital recreational hub for the dense and growing Edgewater neighborhood. However, the current manual "paper-and-pen" sign-up system for its tennis courts is outdated and failing the community.

Currently, the lack of clear, enforceable rules regarding physical presence and advance registration has created a "tragedy of the commons." Frequent ambiguity over whether a player must remain at the court to hold their spot has led to recurring verbal confrontations and a hostile environment for park visitors.

Furthermore, the physical sign-up requirement creates an inequitable barrier to entry; it favors those who can visit the park twice (once to sign up and once to play), effectively excluding working professionals and residents with limited mobility. Nearby municipalities, such as Miami Beach and Key Biscayne, have already successfully implemented digital systems that provide transparent, fair, and safe access to public courts.

We, the undersigned, call on the City of Miami Parks and Recreation Department and the Office of the District 2 Commissioner to replace the manual sign-up sheets at Margaret Pace Park with a centralized, online reservation system.

To ensure fair access and inclusion for all residents, we request that this system implement the following "Fair Play" rules:

Single Reservation Limit: Users may only hold one active reservation at a time.
Daily Booking Cap: To prevent "court-hogging," users must wait until the following day to make a subsequent booking after their session ends.
Digital Verification: A transparent check-in process to release unused courts to walk-ins.
These measures are necessary to eliminate park-side disputes, modernize our public infrastructure, and guarantee that every resident has an equal opportunity to enjoy our city’s amenities.
