Proposed Reforms for Digital Transparency in Cooperative Group Housing Societies

 Making Cooperative Housing Truly Transparent through Digital Governance

Cooperative Group Housing Societies were established on the principles of cooperation, democratic participation, equality, transparency and service to residents.

The philosophy of cooperation is often described as:

**"Each for all and all for each."**

The objective of cooperative housing is not merely to collect maintenance charges but to improve the quality of life of residents through accountable and democratic management.

However, many residents across Delhi report practical difficulties in obtaining basic financial information regarding maintenance charges, expenditure, billing methodology and supporting records. These concerns often result in avoidable disputes, prolonged litigation and loss of confidence in cooperative governance.

Digital technology now provides an opportunity to eliminate many of these disputes by ensuring complete financial transparency.

 Digital India for Cooperative Housing

We respectfully request the Government of NCT of Delhi to implement a compulsory digital governance framework for all Cooperative Group Housing Societies.

Every Cooperative Group Housing Society should maintain an official online portal or mobile application where residents can securely access statutory financial information.

Such a system would significantly reduce disputes while promoting transparency and accountability.

Compulsory Online Billing and Digital Accounting

Every Cooperative Group Housing Society should maintain an online billing and accounting system displaying:

* Monthly maintenance bills.
* Service-wise expenditure.
* Unit-wise cost of services.
* Principal maintenance charges.
* Interest calculations.
* Penalties, if any.
* Receipts received from residents.
* Outstanding balances.
* Annual audited financial statements.
* Statutory audit reports.
* Budget estimates.
* Annual income and expenditure statements.

 Digital Record Management

Residents should have secure online access to important financial records including:

* Ledger accounts.
* Cash book.
* Journal entries.
* Voucher registers.
* Bank reconciliation statements.
* Contractor bills.
* Purchase invoices.
* GST details of suppliers wherever applicable.
* Warranty documents relating to common assets purchased by the society.
* Details of major repair works.
* Tender documents for significant contracts.
* Annual maintenance contracts.

Appropriate safeguards should be adopted to protect personal privacy and confidential information while ensuring transparency regarding the use of society funds.

Transparent Utility Billing

Where societies collect charges relating to:

* Electricity
* Water
* Property Tax
* Ground Rent
* Common Area Maintenance

residents should be able to view:

* Original utility bills.
* Demand notices issued by public authorities.
* Payment receipts.
* Date of payment.
* Amount collected.
* Amount deposited.
* Balance, if any.

Such transparency would substantially reduce billing disputes.

 Online Financial Dashboard

Every resident should be able to log into the society's portal and view:

* Current maintenance dues.
* Previous payment history.
* Downloadable PDF receipts.
* Calculation sheets.
* Interest computation.
* Outstanding balances.
* Society's audited accounts.
* Annual reports.

 Standardised Billing Format

The Government should prescribe a uniform billing format requiring separate disclosure of:

* Maintenance Charges
* Electricity Charges
* Water Charges
* Property Tax
* Ground Rent
* Repair Charges
* Sinking Fund
* Interest
* Penalty
* GST, wherever applicable
* Total Amount Payable

Every charge should clearly disclose its basis of calculation.

 E-Governance in Cooperative Administration

The Office of the Registrar Cooperative Societies should progressively implement:

* Online filing of complaints.
* Online filing of replies.
* E-inspection requests.
* Digital certified copies.
* E-payment of statutory fees.
* Electronic case status.
* Digital cause lists.
* Video hearings where appropriate.

 E-Voting in Cooperative Societies

To strengthen democratic governance, Cooperative Group Housing Societies should adopt secure electronic voting systems for:

* Election of office bearers.
* Approval of budgets.
* Special resolutions.
* Major financial decisions.

 Independent Financial Accountability

Where serious disputes arise regarding maintenance calculations, there should be provision for:

* Independent financial verification.
* Special audit where legally justified.
* Time-bound disclosure of relevant accounting records.
* Transparent dispute resolution based on verifiable financial evidence.

 Why These Reforms Matter

Digital governance would:

* Increase transparency.
* Reduce unnecessary litigation.
* Protect honest management committees.
* Improve public confidence.
* Reduce administrative costs.
* Encourage better financial discipline.
* Strengthen the cooperative movement.

Most importantly, it would ensure that residents can understand how their maintenance charges have been calculated and how society funds are being utilised.

In the interest of transparency, accountability and good governance, we respectfully request the Government of NCT of Delhi to:

1. Introduce compulsory digital accounting and online billing for all Cooperative Group Housing Societies.

2. Prescribe a uniform, transparent maintenance bill format across Delhi.

3. Ensure online access to statutory financial records, subject to applicable legal safeguards.

4. Introduce electronic complaint and grievance redressal systems.

5. Implement secure e-voting for democratic governance.

6. Strengthen financial transparency through periodic regulatory oversight and digital disclosure.

7. Promote these reforms as part of the **Digital India Mission** to modernise cooperative housing governance and reduce avoidable litigation.

## डिजिटल सुशासन के माध्यम से सहकारी समूह आवास समितियों को वास्तविक रूप से पारदर्शी बनाना

सहकारी समूह आवास समितियों की स्थापना सहयोग, लोकतांत्रिक भागीदारी, समानता, पारदर्शिता तथा निवासियों की सेवा के सिद्धांतों पर की गई थी।

सहकारिता का मूल दर्शन है—

**"एक सबके लिए और सब एक के लिए।"**

सहकारी आवास व्यवस्था का उद्देश्य केवल अनुरक्षण (मेंटेनेंस) शुल्क एकत्र करना नहीं, बल्कि उत्तरदायी, पारदर्शी एवं लोकतांत्रिक प्रबंधन के माध्यम से निवासियों के जीवन की गुणवत्ता में सुधार करना है।

किन्तु व्यवहार में दिल्ली की अनेक सहकारी समूह आवास समितियों के निवासी अनुरक्षण शुल्क, व्यय विवरण, बिलों की गणना की पद्धति तथा सहायक वित्तीय अभिलेखों की जानकारी प्राप्त करने में कठिनाइयों का सामना करते हैं। परिणामस्वरूप अनावश्यक विवाद, दीर्घकालीन न्यायिक कार्यवाहियाँ तथा सहकारी व्यवस्था पर जनता का विश्वास प्रभावित होता है।

आज डिजिटल तकनीक इन समस्याओं का स्थायी समाधान प्रदान कर सकती है। पूर्ण वित्तीय पारदर्शिता सुनिश्चित कर अनेक विवादों को प्रारम्भिक स्तर पर ही समाप्त किया जा सकता है।

सहकारी आवास क्षेत्र में डिजिटल इंडिया

हम भारत सरकार एवं दिल्ली सरकार से विनम्र अनुरोध करते हैं कि सभी सहकारी समूह आवास समितियों के लिए अनिवार्य डिजिटल प्रशासन (Digital Governance Framework) लागू किया जाए।

प्रत्येक सहकारी समूह आवास समिति के लिए एक आधिकारिक ऑनलाइन पोर्टल अथवा मोबाइल एप विकसित करना अनिवार्य किया जाए, जहाँ निवासी सुरक्षित रूप से सभी वैधानिक वित्तीय सूचनाएँ प्राप्त कर सकें।

इस व्यवस्था से पारदर्शिता, जवाबदेही तथा सुशासन को बढ़ावा मिलेगा और अनावश्यक विवादों में उल्लेखनीय कमी आएगी।

अनिवार्य ऑनलाइन बिलिंग एवं डिजिटल लेखा प्रणाली

प्रत्येक सहकारी समूह आवास समिति द्वारा ऑनलाइन बिलिंग एवं लेखा प्रणाली संचालित की जाए, जिसमें निम्नलिखित विवरण उपलब्ध हों—

* मासिक अनुरक्षण (मेंटेनेंस) बिल।
* सेवा-वार व्यय का विवरण।
* प्रत्येक सेवा की प्रति इकाई लागत।
* मूल अनुरक्षण शुल्क (Principal Maintenance Charges)।
* ब्याज की गणना।
* विलम्ब शुल्क अथवा दण्ड, यदि कोई हो।
* निवासियों से प्राप्त भुगतान का विवरण।
* बकाया राशि।
* वार्षिक लेखा-परीक्षित (Audited) वित्तीय विवरण।
* वैधानिक लेखा परीक्षण (Statutory Audit) रिपोर्ट।
* वार्षिक बजट अनुमान।
* वार्षिक आय एवं व्यय विवरण।

 डिजिटल अभिलेख प्रबंधन

प्रत्येक निवासी को निम्नलिखित महत्वपूर्ण वित्तीय अभिलेखों तक सुरक्षित ऑनलाइन पहुँच उपलब्ध कराई जाए—

* लेजर खाते (Ledger Accounts)।
* कैश बुक।
* जर्नल प्रविष्टियाँ।
* वाउचर रजिस्टर।
* बैंक मिलान विवरण (Bank Reconciliation Statements)।
* ठेकेदारों के बिल।
* खरीद चालान (Purchase Invoices)।
* जहाँ लागू हो वहाँ आपूर्तिकर्ताओं का जीएसटी विवरण।
* समिति द्वारा खरीदी गई सामूहिक परिसंपत्तियों की वारंटी से संबंधित दस्तावेज।
* प्रमुख मरम्मत कार्यों का विवरण।
* महत्वपूर्ण अनुबंधों से संबंधित निविदा (Tender) दस्तावेज।
* वार्षिक अनुरक्षण अनुबंध (Annual Maintenance Contracts)।

व्यक्तिगत गोपनीयता एवं संवेदनशील जानकारी की सुरक्षा हेतु उपयुक्त सुरक्षा उपाय अपनाए जाएँ, जबकि समिति के धन के उपयोग से संबंधित जानकारी पूर्णतः पारदर्शी रखी जाए।

उपयोगिता सेवाओं के बिलों में पारदर्शिता

जहाँ सहकारी समितियाँ निम्नलिखित मदों के अंतर्गत राशि वसूलती हैं—

* विद्युत शुल्क
* जल शुल्क
* संपत्ति कर
* भू-भाड़ा (Ground Rent)
* सामुदायिक क्षेत्र अनुरक्षण शुल्क (Common Area Maintenance)

वहाँ प्रत्येक निवासी को निम्नलिखित अभिलेख ऑनलाइन देखने की सुविधा हो—

* मूल उपयोगिता बिल।
* संबंधित सरकारी प्राधिकरण द्वारा जारी मांग पत्र।
* भुगतान रसीद।
* भुगतान की तिथि।
* निवासियों से प्राप्त कुल राशि।
* संबंधित विभाग में जमा की गई राशि।
* यदि कोई शेष राशि हो तो उसका विवरण।

इस प्रकार की व्यवस्था से बिलिंग संबंधी अधिकांश विवाद समाप्त हो सकते हैं।

 ऑनलाइन वित्तीय डैशबोर्ड

प्रत्येक निवासी अपने व्यक्तिगत लॉग-इन के माध्यम से निम्नलिखित जानकारी प्राप्त कर सके—

* वर्तमान बकाया अनुरक्षण शुल्क।
* पूर्व भुगतान का इतिहास।
* डाउनलोड योग्य पीडीएफ रसीदें।
* शुल्क गणना पत्रक।
* ब्याज की गणना।
* कुल बकाया राशि।
* समिति के लेखा-परीक्षित वित्तीय विवरण।
* वार्षिक प्रतिवेदन।

 मानकीकृत बिल प्रारूप

दिल्ली सरकार द्वारा पूरे दिल्ली क्षेत्र के लिए अनुरक्षण बिल का एक समान एवं पारदर्शी प्रारूप निर्धारित किया जाए, जिसमें प्रत्येक मद पृथक रूप से प्रदर्शित हो—

* अनुरक्षण शुल्क
* विद्युत शुल्क
* जल शुल्क
* संपत्ति कर
* भू-भाड़ा
* मरम्मत शुल्क
* सिंकिंग फंड
* ब्याज
* विलम्ब शुल्क / दण्ड
* जहाँ लागू हो वहाँ जीएसटी
* कुल देय राशि

प्रत्येक मद के साथ उसकी गणना का आधार भी स्पष्ट रूप से अंकित किया जाए।

 सहकारी प्रशासन में ई-गवर्नेंस

रजिस्ट्रार सहकारी समितियाँ (RCS) कार्यालय द्वारा चरणबद्ध रूप से निम्नलिखित डिजिटल सुविधाएँ लागू की जाएँ—

* शिकायतों की ऑनलाइन प्रस्तुति।
* उत्तर एवं प्रत्युत्तर की ऑनलाइन फाइलिंग।
* ई-निरीक्षण हेतु आवेदन।
* डिजिटल प्रमाणित प्रतियाँ।
* वैधानिक शुल्क का ऑनलाइन भुगतान।
* मामलों की ऑनलाइन स्थिति।
* डिजिटल कॉज़ लिस्ट।
* आवश्यकता अनुसार वीडियो कॉन्फ्रेंसिंग के माध्यम से सुनवाई।

सहकारी समितियों में ई-वोटिंग

लोकतांत्रिक एवं पारदर्शी प्रशासन को सुदृढ़ करने हेतु सुरक्षित इलेक्ट्रॉनिक मतदान प्रणाली लागू की जाए, जिससे निम्नलिखित कार्य सम्पन्न किए जा सकें—

* पदाधिकारियों का निर्वाचन।
* वार्षिक बजट की स्वीकृति।
* विशेष प्रस्तावों का अनुमोदन।
* महत्वपूर्ण वित्तीय निर्णय।

 स्वतंत्र वित्तीय जवाबदेही

जहाँ अनुरक्षण शुल्क अथवा वित्तीय गणना को लेकर गंभीर विवाद उत्पन्न हों, वहाँ निम्नलिखित व्यवस्था उपलब्ध हो—

* स्वतंत्र वित्तीय सत्यापन।
* विधिसम्मत परिस्थितियों में विशेष लेखा परीक्षण (Special Audit)।
* संबंधित लेखा अभिलेखों का समयबद्ध प्रकटीकरण।
* सत्यापन योग्य वित्तीय साक्ष्यों के आधार पर पारदर्शी विवाद निवारण।

ये सुधार क्यों आवश्यक हैं

डिजिटल सुशासन से—

* पारदर्शिता में वृद्धि होगी।

* सहकारिता आंदोलन अधिक सशक्त होगा।

सबसे महत्वपूर्ण बात यह है कि प्रत्येक निवासी यह स्पष्ट रूप से समझ सकेगा कि उसका अनुरक्षण शुल्क किस आधार पर निर्धारित किया गया है तथा समिति के धन का उपयोग किस प्रकार किया जा रहा है।

2. अनुरक्षण बिल का एक समान, पारदर्शी एवं मानकीकृत प्रारूप निर्धारित किया जाए।

3. विधि द्वारा निर्धारित आवश्यक सुरक्षा उपायों के अधीन निवासियों को वैधानिक वित्तीय अभिलेखों तक ऑनलाइन पहुँच उपलब्ध कराई जाए।

4. शिकायतों एवं विवादों के निवारण हेतु इलेक्ट्रॉनिक शिकायत एवं ऑनलाइन शिकायत निवारण प्रणाली विकसित की जाए।

5. सहकारी समितियों में लोकतांत्रिक व्यवस्था को सुदृढ़ करने हेतु सुरक्षित ई-वोटिंग प्रणाली लागू की जाए।

6. समय-समय पर नियामकीय निरीक्षण तथा डिजिटल प्रकटीकरण के माध्यम से वित्तीय पारदर्शिता एवं जवाबदेही सुनिश्चित की जाए।

7. इन सुधारों को **"डिजिटल इंडिया मिशन"** के अंतर्गत सहकारी समूह आवास समितियों के आधुनिकीकरण, सुशासन, पारदर्शिता तथा अनावश्यक न्यायिक विवादों में कमी लाने की दिशा में प्राथमिकता प्रदान की जाए।
