There is a video i have just been watching about a British family who stayed in a holiday let on Madeira for 3 weeks.

During this time they saw a small dog next door that was kept in a cage all day long and never exercised,He was given water but very little food, The water however was often dirty and unfit for the dog to drink. 

The owner of the dog was totally dismissive of the fact that the dog kept barking during the day and all night. It was very hungry!!

Eventually the holidaymakers decided to ask to take  Max the dog out for walks and that was agreed. They took dog food with them, His hair was all matted and dirty and was very long and covered the dogs eyes. He had dreadlocks also as it was so matted and dirty!! They cut some of the hair off te dog so that it could see. 

Eventually, they were so concerned for the dogs welfare that they told the police to come round and speak to the neighbours but when they arrived they just agreed with what the neighbours told them, so that was pointless. So there you see that there is little point in reporting animal abuse to the police! Only animal rescue charities will help!

The problem is this abuse and just ignoring dogs is all too common in Portugal and no one steps in to help!! Shocking neglect!!
