Michigan hunters harvest more yearling bucks as a percentage of the antlered buck harvest than any other midwest state.  In the southern Lower Peninsula, only about 1 in 200 antlered bucks are 5.5 years of age or older, compared to about 1 in 5 adult does.  The existing regulations reduce the opportunity for all Michigan citizens to experience and hunt for one of the most magnificent specimens of wildlife on the planet, the adult male whitetail deer.  Our current regulations result in a shameful depletion of one of our most important natural resources, leading to a herd so imbalanced that Michigan citizens only rarely see a fully grown whitetail buck.
