Enforce the Animal Welfare Laws on all Irish fairs

The Issue

Honored Gentleman,

We, the undersigned demand that the Irish government starts enforcing the law on animal welfare on all Irish fairs. We have created the laws for micro chipping, registering and transfer of ownership - I quote an extract of the FAQ:

Do the Microchipping Of Dogs Regulations 2015 have any implications if I buy a new dog?
Yes they do. There is a problem that dogs which are microchipped sometimes have out of date
details on the database they are recorded on. Therefore the Microchipping of Dogs Regulations 2015
require that the certificate of registration issued by the database must be endorsed by the seller and
then forwarded by the buyer to the relevant database.
I sold my dog but I don’t know the identity of the seller.
Both buyers and sellers are required to verify the identity. If the transfer of ownership process is not
carried out properly, there is a risk that either buyer or seller may be at risk. For example, if you
bought a dog which was stolen it may still legally belong to the registered owner.

 

Yet: Ballinasloe fair saw an astounding number of non-microchipped, unvaccinated and downright neglected and abused dogs change hands.With no registration, no transfer of ownership, no NOTHING.The ISPCA was present, the gardai were present, and NOTHING was done to stop the sale of the abused, neglected and often times even stolen animals.The odd animal was surrendered to the various rescue's. This is NOT ENOUGH. You MUST start enforcing the laws you have created.Ireland is already the puppy farm capital of Europe-must Ireland become the Center of Ignorance in Animal welfare as well?
