

Menstruation Leaves (Raise Brave Girls Proposal for National Budget 2026-2027) Mauritius
The Issue
Since 2021, Raise Brave Girls is the first association who initiated the advocacy for menstruation leaves in Mauritius.
For Mauritius, Raise Brave Girls is proposing to implement paid menstruation leave for women suffering from severe menstruation cramps or period upon production of a medical certificate. The menstruation leave shall not be counted against sick leave. We propose to implement menstruation leave for students in schools, colleges and universities which should not be counted as absences.
Menstruation leave is a paid or unpaid absence due to a women's inability to go to work because of painful menstruation. It can also be extended to young girls attending schools, colleges or universities. According to the American Academy of Family Physicians, dysmenorrhea- extreme period pain is a common experience. Nearly one in five women have pain so severe that it interferes with daily activities. When workers know they are not going to be penalized for taking time off to address a health issues, it both enhances productivity and also reduces turnover. Instating paid menstrual leave is not a special treatment because it meets a basic need of many women by recognizing and valuing women as human beings. Countries that offer paid menstrual leaves are: Indonesia, South Asia, Taiwan, Zambia and so more.
Menstrual leaves policies and economic sense
Acoording to Hoeger, CEO and Co Founder Saalt, policies like menstrual leave help to retain great talent. Moreover, employees who feels heard, understood and supported are much loyal and driven to perform. Hoeger, says that acknowledging menstruation as a real need outside of sick leave that warrants being directly addressed in the workplace is long overdue.
While Jose Connolly, Founder and CEO of Visana health says that employers are trading presenteeism. Connolly also maintains that unlike man, women deal with a cyclical, biologically driven pain that can cause discomfort at work. Therefore, calling out menstrual leave specifically can create psychological comfort for women and allow them to feel safe and to use days at home. In light of same it a better policy than grouping menstrual leave into overall sick leave.
