The Issue

As the founder of Empower, a student-led initiative dedicated to addressing period poverty and promoting menstrual health, I have witnessed firsthand the devastating impact that lack of access to menstrual hygiene products has on individuals and communities. It is disheartening to know that even in the United States, countless individuals struggle to afford or access basic period products.

My personal journey with Empower has taken me across continents and countries, where we have successfully donated over 6,000 packages of pads. However, it is time for us to focus our efforts here at home. We must prioritize ending period poverty in America by urging Congress to pass HR3646 - the Menstrual Equity for All Act of 2023.

This legislation aims to address the systemic barriers that perpetuate period poverty by providing equitable access to menstrual hygiene products for all individuals who menstruate. By signing this petition, you are joining me in demanding change and advocating for a more just society where no one is left behind due to their biological needs.

Lack of access to affordable menstrual products directly affects an individual's ability to participate fully in education and employment opportunities. According to a study conducted by Plan International USA in 2019, nearly one in five American girls have missed school due to a lack of period products. This not only hampers their education but also perpetuates a cycle of inequality and limited opportunities. Insufficient access to proper menstrual hygiene can lead not only to discomfort but also to serious health issues such as infections and reproductive complications. Everyone deserves the right to maintain their well-being without facing unnecessary risks due solely based on their gender.

Period poverty disproportionately affects marginalized communities including low-income individuals, people experiencing homelessness, incarcerated individuals, and those living in rural areas without adequate resources nearby. By addressing this issue head-on through legislation, we can take a significant step toward achieving gender equality and social justice.

Many traditional menstrual products are made with non-biodegradable materials, contributing to the growing environmental crisis. HR3646 encourages the use of sustainable alternatives, promoting eco-friendly practices and reducing waste.

Furthermore, HR3646 seeks to eliminate the "tampon tax" by removing the sales tax on menstrual hygiene products, recognizing them as essential items rather than luxury goods. This tax exemption would reduce financial barriers faced by those already struggling to make ends meet, allowing them to allocate their limited resources toward other vital needs.

Additionally, this act would establish a grant program to support small businesses and nonprofits that provide job opportunities and safe menstrual hygiene products to local communities. By investing in these organizations, we can stimulate economic growth while simultaneously addressing period poverty.
