My name is Miusotic Lorena Zaragoza. I was born and raised in Stockton, CA. Have lived on the Eastside of Stockton, around the corner from Franklin High School for about 10 years. For those living in Stockton, CA, if you didn't know, 56% of our general funds expenditures goes to the police department. Their annual expenditure budget in the 2018-2019 year was $130,394,165. You know how many homeless people we have in our city? The amount of lack of resources our Stockton Unified School District has? The lack of mental health and drug rehabilitation resources for our community? Our youth programs have severely low budgets. Our teachers struggle to buy supplies for students. We have a bunch of parks that need renovating. This budget is ridiculous. We don't need more funding from other state programs, we're doing a terrible job of our current resource allocations. We need to defund and demilitarize the police budget while putting that money towards social, education, and community services. The Stockton Police Department got an F, according to the Campaign Zero non-profit, in Police Violence. Since 2016 they have killed 21 people using deadly force. A black person in Stockton is 2.9x more likely to have deadly force used on them than a white person even though they are only 10% of the population. This is in memory of two individuals shot and killed by Stockton Police Department including a 16 year old boy. Rest in Power Colby Friday and James Rivera Jr! ✊BLACK LIVES MATTER. DEFUND THE POLICE!
