The importance of this petition is to bring awareness to the illegal acts of the DC Government and to protect the Legacy and Integrity of the Historic Land we fought so hard to obtain without having it snatched away from the constituents/residence in Ward 5.

History: 24th & Benning Rd NE DC also known as the schools on the Hill, Spingarn, Phelps, Browne & Charles Young are all Nationally Historic Schools protected under the Historic Preservation Act and sits on federal land. It has come to the attention of Kingman Park Civic Association, Spingarn Alumni Legacy Group, Stand4Spingarn and the ANC Commissioner for that District (The Coalition) that an illegal act has taken place to build swing trailers on Phelps School without obtaining a permit to build on this Historic and Federal Land. The trailers are being built to house students from Ward 6. This illegal act was concocted via DCPS who illegally and erroneously constructed on the grounds of Phelps School without proper notifying the Historic Preservation Committee, the Spingarn Coalition, the constituents and residents of Langston Terrace. On November 10, 2020 a 5D ANC meeting was held in which DCPS representatives insisted that the project was going to move forward regardless of objections (no regard for the law). As we know Spingarn has been vacant for many years which is illegal in itself, we are proposing instead of wasting tax payers money on new construction, why not renovate Spingarn, house students their until students can return to their home school.
