I just received the following update from Neighborhood Cats (an animal protection organization in New York City).  

(Honolulu, August 14, 2020) For another day, the hundreds if not thousands of cats in Oahu parks have gone hungry or their caretakers have risked jail and fines for the crime of feeding them. Because the coronavirus has been surging on the Island of Oahu, Mayor Kirk Caldwell of the City and County of Honolulu ordered all parks closed in order to prevent large gatherings. People are still allowed to enter the parks to go swimming, surfing, shoot archery and other socially distant activities. But Mayor Caldwell says going in the parks to feed cats is prohibited.

Local agencies are in talks with the Mayor's office to get the ban reversed, but at this time, it's still in place. The Mayor does not appear to understand that feeding cats is a one-person, socially distant activity, and many cats could starve if this goes on for much longer. It's unnecessary and cruel, and cats are suffering.

Please keep up the calls and emails to the Mayor and explain it's possible for caretakers to enter parks, feed their cats and not risk spreading the virus. Also explain how the cats are dependent on them and the need to resolve this is urgent. Keep it polite and respectful - we want them to understand our community acts responsibly.
