Oakland PD is weeks away from having their police dept. takenover by federal receivership because of failure to reform and correct 51 specific steps against a culture of brutality,excessive force and corruption. All of this comes prior to the events that occured on Jan. 28 and Oct. 25 in which OPD clashed with Occupy Oakland protesters which resulted in severe injuries to an Iraq War Vet and a young lady who suffers from Leukemia.. Mayor Quan has lost any authority to make changes inside the Police dept. itself without permission from a court ordered monitor, rendering her unfit to fulfill her duties as Mayor of Oakland.
