Make cyberbullying illegal in Massachusetts

The Issue

TL;DR: the state of Massachusetts doesn't have laws protecting against cyberbullying and that needs to change NOW!

Believe it or not, the state of Massachusetts has no laws against cyberbullying. This is the story of how I found out:

Someone, I don't know who, just that they go to my middle school, made a fake Instagram account reposting my images with intentionally hurtful captions. The school has no idea who did it, nor do the police who were trying to contact Instagram to get the IP address and/or other accounts that were signed in on the phone.

This is because they didn't have the authority to do so.

The kind officer who works with my school tried her best and worked with the county's district attorney but was surprised to find out that there was no law or protection against cyberbullying in Massachusetts, which was surprising because, well, this is Massachusetts.

Schools can punish people for cyberbullying how they want, but the police can't get involved unless it's harassment, a hate crime, a threat, etc. In that case, the schools are allowed by law to punish the perpetrator(s) accordingly.

However, if the school doesn't know who did it, the police can't conduct their own investigation. That includes contacting Instagram. 

The account was removed from Instagram the day after it was created because I reported it through them, but the problem was that there was no punishment for the student(s) who made the account. They weren't even identified because Instagram doesn't provide that information to an ordinary user. So they could be doing the same thing to other people as we speak. So then we went to the school and they set up a meeting with the officer at my school.

A month after the account happened, I finally found all of this out, and decided that this needs to change and that especially for such a progressive state like Massachusetts, with all its protections for individuals. Especially because most other states, even ones that don't have these protections, do have cyberbullying protections in place. Please sign this to both help me, and everyone else who's been cyberbullied and hasn't been able to get help, or who don't have the voice to speak up. Thank you for your time.
