As long as our animals are labeled as "Property", we are sending out a message, that they have no feelings, that they are not important and that it's ok to just trade them or throw them out like an old piece of furniture, like it doesn't affect them. As an independent animal rescuer, I struggle EVERY day to help save unwanted animals, to find them homes, make sure it's a safe home for them and make sure they are spayed/neutered. In the rescue community, we see horrible things on a daily basis. Animals being abused, dumped and euthanized just because the shelter is full. Yes, the shelters are ALWAYS FULL, because our illegal breeding and our Spay and Neuter laws are NOT enforced! You call the shelter to come get an animal before it gets ran over, they never show up, why? because they're UNDER STAFFED. There is a stray, unwanted animal on just about every corner in this state. It costs the cities more to euthanize than it would to just enforce the laws already in place!  PLEASE wake up and see that this is a MAJOR problem for this state. You and all of us should be ashamed of doing NOTHING about it. We have to do something, make some changes, we CAN NOT continue to pretend there's not a problem! These laws should be set statewide, not city by city choice. We as humans have failed these animals and we have the power to put a stop to it. I hope as our Governor, that you will consider taking action!
