

Marvin Wayne Williams Jr.: Rehabilitation, Growth, and Readiness for Reentry
The Issue
My name is Marvin Wayne Williams Jr. I am 47 years old and will soon be 48. I have been incarcerated since June 2007, when I was 28 years old, and I am currently serving a 50-year federal sentence.
A significant portion of my sentence was enhanced based on acquitted conduct. I was also sentenced under the old 100:1 crack cocaine sentencing laws, even though those laws have since changed retroactively. Additionally, acquitted conduct was removed from the federal sentencing guidelines in 2024.
I currently have motions pending before the court regarding these sentencing issues, but I have not yet received a ruling from Judge Rossie Alston Jr. in Alexandria, Virginia. I am also awaiting a decision on my clemency petition.

During my incarceration, I have worked hard to rehabilitate myself and prepare for a productive future. I have no violent disciplinary write-ups and have completed more than 45 programs and certificates focused on self-improvement, education, and rehabilitation. These include anger management, victim impact courses, finance classes, job skills training, resume building, computer skills, Parenting 101, and many others.
I also earned my CMI certificate and have dedicated myself to helping others through mentorship. I am a mentor with the Free Minds Mentoring Program, where I encourage and support others in making positive changes in their lives.
I have maintained steady employment throughout my incarceration. I worked for UNICOR for six years until the position ended due to COVID-19. For the past three years, I have worked in the laundry department.
In addition, correctional officers have written letters of support speaking highly of my character, conduct, and growth, as they interact with me daily and have witnessed the changes I have made firsthand.
Most importantly, I have strong family support and a stable home plan in place. I am ready to move forward with my life, contribute positively to society, and be a productive citizen.
