This also mainly focuses on the legalization use of recreational marijuana for adults over 28 in the city of Shashamane. The state will regulate the use of marijuana similar to how they regulate alcohol. Shashamane will place a percent tax on marijuana purchases. In Shashamane individuals over 28 should be allowed to grow up to six plants for personal use and purchase one ounce of marijuana from specialty dispensaries. Only licensed sellers are allowed to sell marijuana. 

Setting up marijuana nurseries and dispensaries would be the first step. The state that legalizes marijuana has various economic benefits. There are direct tax proceeds generated for the state. Shashamane will become a touristic city destination in terms of all in all entertainment.

The state employs thousands of employees to oversee the production, distribution, and management of the sector. And make the state Shashamane the Entertainment Capital of the Federal Democratic Republic of Ethiopia.
