Allow public fishing on Marblehead-owned docks and floats.

The Issue

Marblehead is a historic fishing town where fishing on public docks and floats is a time-honored tradition. Due to purported over-crowding of a dock in town, the Harbors & Waters Board banned fishing on all town-owned docks and floats outright. As a result, groups of (mostly) Cambodians who were squid fishing on docks are unable to fish. Whatever the motivation for the ban, it sends the wrong message to residents and non-residents alike, and new rules should be created for everyone to enjoy fishing in public spaces in Marblehead.
