RESIGN SK PRESIDENT DAVE TAN, REFORM MANILA SK FEDERATION

CALL FOR ACTION: Calling all SK Officials of Manila and all other Manila Youth Stakeholders to sign the petition ang make change for the youth of the City of Manila (SK Chairpersons, SK Kagawads, SK Secretaries and SK Treasurers).

FOUNDATION:

• Sangguniang Kabataan is a council created meant to represent the youth sectors in the Philippines by virtue of RA 10632 otherwise known as The Sangguniang Kabataan Reform Act of 2015.
• National Youth Commission member Jose Sixto Dantes III once said that "(Fixing the SK) is a call to revitalize the Sangguniang Kabataan as a viable force for youth development, service, and participation"
• Hence, it is the duty of the SK especially the SK Federation to formulate programs the will be beneficial to the Filipino Youth.

BACKGROUND

• May 2018 we are elected as SK Chairperson.
• June 2018: Dave Tan was elected as SK Federation President.
• June 2018 we assumed our positions.

OUR MISSTEPS

• Before SK Fed Elections, most of SK Chairperson have been swayed by Daniel Dave Tan by inviting all SK Chairperson to dinner and night outs for his votes
• We have been swayed by his promises to be the voice of the youth in the city of manila and create and implement programs for the beneficial of the youth which turns out the other way around.

OUR KEY POINTS

• During the tenure of Dave Tan, he failed to represent us, the SK Chairperson and the whole youth sector of Manila to the Manila City Council.
• He had done nothing for the benefits of Manila Youth.
• Pandemic struck, he failed again to support out fellow SK Officials who are frontline in their respective barangays.
• We can't find nor call Dave Tan's attention when we need him the most.
• He prefer to hide on the back of his dozens of coordinators who protect and defends his inutile and indecisive brainpower.
• He didn't listen also even to his colleagues and co-officer in the Federation where in fact most of them has activities or policies proposal for the Manila youth.

OUR THREE MAIN PROPOSAL

1. Reform the Manila SK Federation as a WHOLE
2. Call for fresh election to fulfil all the soon-to-be vacated positions of the SK Federation of Manila
3. Reorganized the SK Federation of Manila

OTHER PROPOSALS

• SK Federation Manila will be reorganized and will have Local District Federations.
• Presidents of Local District Federations will served as Board of Directors of Manila SK Federation. They shall be included in their meetings.
• The Local Youth Development Council must be properly represented by different sectors of Non-governmental youth organization based in manila in line with Philippines Youth Development Plans.
• Concrete Local Development Plans for the Youth of Manila with properly coordination with Local Youth Development Council
• Monthly activities will be held for Manila Youth organized per districts by Local District Federations, down to per Zone Officers, and each barangays
• Proper disbursement of youth funds
• Full disclosure of youth funds available to all SK Chairperson

OUR BASIS

We would like to reiterate the JOINT MEMORANDUM CIRCULAR # 2017-01 or the Guidelines on the Conduct of SK Pederasyon Elections; Rules Governing Terms of Office, Suspension and Removal of all SK Perederasyon Officers issued by the Department of Interior and Local Government (DILG), Commision on Election (COMELEC), at National Youth Commission (NYC). 

Article V- Powers and Function of the said JMC stated the duties and official function of SK President and each officers and Article VII – Disiplinary Actions stated that "Failure to perform official duties and functions as Federation Officers my be disciplined, suspended, or removed from office".

Given the fact that the President and all of its officers does not function well, we challenge all officers especially President Dave Tan to resign and ask the higher authority to recall for fresh and democratic election to replace with competitive and decisive youth leader of Manila.

Manila SK Federation was left behind by other competitive neighboring city, hence we don't want Manila to be left behind as we believe in the saying "Where the Manila goes, the Country Follows". Manila SK Federation shall be the very exact example of a competitive SK Organizations.
