Currently, in the UK,  you can start a rescue organisation or sanctuary without needing toe registered with anyone or without even having any knowledge of the animals you are planning on rescuing.

This has led to many cases of rescuers needing rescuing. There are organisations that register on a voluntary basis. But those that are less capable are never going to put themselves up in front of these organisations.

Something needs to happen. Something has to be done to ensure that ANYONE that makes themselves responsible for vulnerable and sick animals of all types (cats, dogs, horses and farm animals as well as others) are capable and have the facilities and fundraising capabilities to provide the care and attention they need.

Boarding and breeding kennels get inspected every year, as do riding schools and animal based tourist attractions. Even dogs used as therapy animals have every part if their lives looked into.

Edited to add, I have just discovered that in Scotland, regulation of sanctuaries and all animal sellers (in excess of 5 animals per year) was brought in on 1st September this year.
