Mandate Student Representation on the CARB Board to Shape Climate Policy
The Issue
Climate change is already shaping our future, but the voices of young people—the generation that will face its greatest impacts—are still missing from the decision-making table. From scorching wildfires to rising sea levels, California’s youth are feeling the effects. But it doesn’t have to stay this way.
We are part of the Junior Philanthropists Foundation (JPF), the largest youth-led environmental policy organization in the country. After successfully supporting 17 environmental bills in California, we're pushing for more. This time, we’re fighting to ensure that youth have a direct say in the climate policies that will define their future.
Right now, there is no formal youth representation within CARB, one of the state’s key agencies for addressing climate change. Without youth input, policies risk being disconnected from the needs of the next generation—the very people who will inherit the consequences. California has already recognized the importance of youth voices in governance. AB 824 (2023) allowed students to sit on local school boards. AB 261 (2023) formalized student participation in school districts, and AB 1573 (2023) highlighted the need for a Youth Climate Commission, though it didn’t pass.
We propose a new bill that would establish a student board member on the CARB board. This student would be selected through a statewide application process, prioritizing those with experience in environmental advocacy. The role would include voting power or at least an advisory capacity, with mentorship from CARB staff to ensure the student can fully engage with their responsibilities.
This approach is proven to work. The success of AB 824 and AB 261 shows that students can contribute valuable perspectives to governance. Building on the momentum of AB 1573, this bill would guarantee that today’s youth—who will live with the effects of climate decisions—have a real say in shaping them.
We urge California’s legislators and environmental leaders to take action.
