Mandate Spaying and Neutering Not Including Licensed Breeders in Utah

The Issue

As a resident of Utah, I am deeply saddened by the unnecessary loss of life that occurs each year due to overpopulation of cats and dogs. Of the 3 million cats and dogs euthanized in shelters each year, approximately 2.4 million (80%) are healthy and treatable, capable of being adopted into new homes. This tragic situation can be largely prevented through responsible pet ownership.

We propose a law requiring all cats and dogs to be spayed or neutered by one year of age unless they are broodmares or studs for licensed breeders. Failure to comply with this regulation should result in a fine, ensuring accountability for pet owners.

This measure is not only humane but also cost-effective. According to the American Society for the Prevention of Cruelty to Animals (ASPCA), it costs U.S taxpayers an estimated $1 billion each year to round up, shelter, euthanize, and dispose of homeless animals.
