The Issue

It was a heartbreaking scene that I encountered just a few days ago. As I walked down the street, I saw a woman sitting alone on the curb. At first, I was puzzled but soon realized the gravity of the situation. A beautiful feline lay still on the road — a victim of a vehicle collision. Despite the kindness of strangers who stopped to console the woman, the grim reality was that the cat had died, and the driver who struck the poor animal drove away without a second thought or notifying the authorities.

As a devoted pet owner and a registered pet sitter, such incidents are gut-wrenching. Our roads claim far too many of our beloved pets, specifically cats, many of whom are left on the roadside with no hope of justice or reprisal for their owners. It's an unfortunate situation that must change, and it's time to amend Section 170 of the Road Traffic Act 1988.

Currently, the law requires drivers to report accidents involving dogs, horses, cattle, pigs, goats, sheep, donkeys, and mules. Yet, cats — equally cherished and vulnerable — are glaringly excluded from this list. Every year, thousands of cats in the UK are victims of road traffic accidents. The lack of a mandatory reporting requirement not only dismisses the importance of these lives but fails to recognize the distress and devastation it causes to the pet owners and those who witness such tragic events.

We have the opportunity to right this wrong by updating the legislation to include cats within its scope. This amendment is not merely about holding drivers accountable but fostering a culture of responsibility and compassion on our roads. Mandatory reporting will encourage drivers to stop and assist when a collision occurs, which may, in turn, save lives or provide closure to anguished owners. It will also ensure that cats, just like other domestic and farm animals, receive the consideration and dignity they deserve.

This petition implores both the public and the Government to recognize the significance of making it mandatory for drivers to report vehicle collisions involving cats. Not just for the love of cats but for the principles of accountability and humane conduct. Let us honor our pets, support their families, and build a conscientious road-sharing environment for all creatures.
