Mandate Monthly In-person Meetings of Guardians ad Litem with Children in Need of Care
The Issue
I am personally advocating for a cause close to my heart; this is about the futures of children in foster care. This petition is driven by a desire to protect these innocent children who are often not adequately represented in court, another tragic failure of our system that needs rectification.
Guardians Ad Litem (GALs) have a legal obligation to recommend the best interests of the child they represent in court. According to Statute "Rule 110A: Standards for Guardians Ad Litem" is is mandatory for a GAL to have ongoing communication and contact with all those involved with a child's case. However, their inability or unwillingness to follow through and actually meet these children in person each month limits their understanding of the child's current situation and needs. This gap is detrimental to the cause and future of the children they represent.
There are approximately 424,000 children in foster care in the United States, according to the Adoption and Foster Care Analysis and Reporting System. Every one of these children needs a voice in court, and it is the responsibility of GALs to provide such a voice, grounding on a broad and thorough knowledge of the child's environment and well-being; which can be largely achieved through regular in-person meetings.
We request all judicial authorities and state departments responsible for child welfare to make it mandatory for Guardians Ad Litem in Child in Need of Care cases to have monthly in-person interactions with the children they represent. This measure would ensure that GALs can make informed recommendations in best of the child's interest.
