Mandate Insurance Companies to Cover Mammograms for Women Under 40

The Issue

PETITION TO EXPAND PREVENTATIVE BREAST CANCER SCREENING COVERAGE

Ali Campbell (39) of Goshen Township was diagnosed with breast cancer at just 33 years old, and at 34 was diagnosed with stage 4 metastatic breast cancer. For six years, she has courageously fought this disease while raising her three children. Her story reminds us of a critical truth: breast cancer does not wait until age 40.

While Ohio’s updated 2026 screening laws have expanded coverage in certain situations, preventative screenings are still not universally guaranteed for younger women. Too often, access depends on specific risk classifications rather than proactive prevention.

We are calling for a clear and lifesaving change:

Require insurance companies to fully cover annual preventative breast cancer screenings for all women beginning at age 30 — and for women under 30 who have a family history or other elevated risk factors.

This includes mammograms (including 3D imaging), supplemental imaging, genetic counseling, and other medically recommended screening services.

Early detection saves lives. Women deserve access to preventative care before cancer becomes advanced.
