The Issue
As a resident of a rental apartment in Illinois, I have personally experienced the discomfort and health risks of enduring extremely cold indoor temperatures during winter months. The current Illinois law mandates that during the winter season, rental property heat temperatures must be kept from 64 to 68 degrees. Unfortunately, this is not sufficient when outdoor temperatures plunge into the teens, or even below zero.
The American Medical Association indicates that living in persistently cold conditions can lead to serious health issues such as hypothermia and respiratory problems, particularly for our most vulnerable residents - the elderly and young children. Apartment occupants should not be forced to bundle up in multiple layers of clothing or use dangerous space heaters to make up for their home's inadequate heat.
Therefore, we are petitioning for a reassessment and amending of the current heating law. Our specific mandate is to raise the minimum required heating temperature in rented residences during the winter months in Illinois. We propose a minimum temperature of 72 degrees to ensure a comfortable, safe, and livable home environment, even when outdoor temperatures are harsh.
