Mandate Emerald Hills Village to Maintain Trees on Rented Land

The Issue

The necessity for this petition arises from recent severe thunderstorms making trees fall in Emerald Hills Village. But more importantly, a personal experience at Emerald Hills Village in Inver Grove Heights, MN. In 2006, one of my neighbors in Emerald Hills Village had a life-altering experience. A large tree, located in front of his double-wide mobile home, split in half and consequently crushed his car. Disturbingly, the remnant of that rotten tree continues to stand ominously unattended. When addressed, the management at Emerald Hills Village shockingly stated that it was the tenant's responsibility to tend to the trees on the rented lot - a grave reminder of the perilous conditions the residents live under. Furthermore, regarding repairs to the neighbor's car, the Village disregarded any accountability and advised him to use his insurance instead of taking any ownership in the mishap. 

Trees like his are scattered all over the neighborhood, and this incident happened in 2006… so imagine how horrible the trees are possibly rotted inside/out in 2024! 

Such indifferent behavior by Emerald Hills Management poses a risk for not only the residents but also their properties. Emerald Hills Village's management continues to take a backseat instead of taking responsibility for maintaining the land, which fundamentally is not owned by the residents. We strongly feel that this issue needs immediate attention before it causes more severe damage or even a tragedy.

Trees can pose a significant hazard if not appropriately maintained, particularly ones that are aged or diseased, which are more prone to falling, as evidenced by the incriminating incident previously cited. According to the U.S. Department of Agriculture, mature trees add an average of 10 percent to a property’s value but equally, when left unchecked, can result in severe damage (U.S. Department of Agriculture, 2019).

Therefore, we insist that Emerald Hills Village take their responsibility seriously. It is crucial that they ensure regular inspection, maintenance, and, where necessary, the removal of hazardous trees or large branches to safeguard their tenants. Let's not wait until such negligence causes a life-threatening incident. Or even worse: death from unattended trees potentially falling on top of a home with residents inside.
